The problem is growing across the globe as communities age. Suddenly there is a significant population that is elderly - 5%, even 23% (Somers, NY) who are 65 or over, and often old enough to need some kind of assistance or special programs. Many towns are planning to help this population, while others struggle with other priorities - like declining tax revenues and getting enough money for the education budget.
